How do I know which valve is faulty. I have done a continuity check on each, and none are obviously open.

I have a 2000 toyota tacoma prerunner with an error code P0446- malfunction in the evap control system.  I have done a continuity test with all three valves, none are obviously open.  How do I know which valve to replace, or could it be the pressure sensor went bad.
