Does the P0351 mean that there is a problem with the ECM (since it is not a coil pack)

This could be an internal issue in the engine, a bad or leaking fuel injector or possibly a leaking intake manifold gasket. All of those could cause a misfire on cylinder #1. This is very likely NOT an ecm problem.
