2004 vw toureg 3.2 v6 engine light on fault code poo16

My engine light is on and will not pass the smog check. Fault code POO16 comes up on my 2004 VW Toureg V6. Deaership has sunk a grand into it already, the light is still on. They now want $6k to replace the timing chain, at 60,000 miles?
