Unfortunately, there are many things that could cause that problem from spark plugs to fuel injectors, and even engine pistons.

When was the last time you changed the spark plugs and air filter? I recommend starting by inspecting the spark plugs and air filter. Change the plugs and filter if necessary.

A partially clogged air filter will let enough air go through at low RPM, but not at high RPM.
