reference Volt reads 12V not 5.0 V is my ECM Bad ?

Question

P0340 NO OTHER CODES runs good weak throttle timing belt rechecked everything is lined up properly
Checked wires and installed new sensor and pigtail

Pin #1 should have battery voltage, pin #3 is the ground and pin #2 is the signal wire. This should vary with the engine running and show 0-5 volts.

If the signal voltage is to high, then check for a possible short to power on the pin 2 wiring.There is no 5 volt reference wire on this.
