Will ignoring p0411 code damage catalytic converter on 1998 VW GTI VR6?

The valve is bad and it is extremely expensive to replace ($2500)

Is it necessary to replace it?

P0411 Secondary air injection system incorrect flow detected

What this code is for is to warm up the catalytic convertor when it is cold this way it eliminates harmful emission during cold start ups. Just to know that you have a problem with a cold start up you need a ECM just to tell you, as there  is no drivabilty problem, It will not ruin that catalytic convertor, your just a polluter at cold start up.
