Unfortunately, I can't find any information on the 1999 or 1998 Ford Ranger factory service manual for the P1755.  Also there is no 1999 Ford Ranger with 3.7L engine only with 3.0L engine

P1755 Torque convertor clutch solenoid circuit malfunction

Check the fuse for this this is fused protected it it should be listed as HEGO it also power the shift solenoid A and pressure control.
