my toyota engine is cranking but not starting, it gives check engine light ON all the time even when the key is out

The location of the VVT is the cylinder head, the VVT if you set a P0010 the engine would still start up. If the CK ENG LT  stays on even with the key removed the ignition would have to been stuck in the on position. You need to do the basic as check to see when the engine is cranking if you have ignition spark, and  if the engine is getting fuel pressure,
