Code p0037 .put new sensor in

Question

I had a code p0037 came on.i put a new exhaust on it  and then put new sensor in it and I still have the code. Drove it many miles and my gym goes from 13 to 18 back and fourth.any help what it could be.ty

P0037 H02S heater Sensor 2

This 02 sensor is for Bank 1 , Sensor 2 , Bank 1 is where cylinder 1 is located being sensor 2 this is the downstream 02 sensor or the after the catalytic convertor. two things insufficient ground for  the heater of the 02 sensor or if the 02 sensor is loose or not properly torque down can set this code, Here is the location
