Can a bad ignition coil most likely cause a misfire in cylinder 4?

I have a Saturn Ion 2005 2.2L and there is a rough idle, hesistation when speeding up and fuel consumption that's more than average.Im guessing a bad coil pack, ECM,or a clogged fuel filter? The check engine light is steadily on and sometimes it blinks.

Yes, it can cause the misfire and in most cases it is the cause. Also, check the spark plug when you have the coil out.usually the flashing check engine light does mean it's an ignition issue like the coil or plug.
