Code p1416, how does it deactivate cylinder with harness unplugged

Question

replaced #6 actuator and reassembled, valves open normally till engine starts or oil pressure raises high enough, then both #6 valves quit opening. unhooked harness going to all solenoids-still quits opening valves. everything looks normal when cranking. also getting voltage on #6 solenoid power wire when cranking but not when key on, engine not cranking. If it raises oil pressure to deactivate valves, how can blocked oil passage cause this code or is the bleed off passage blocked. Can not find any information on where oil pressure bleeds too.
