P2237 02 sensor positive current control circuit open Bank 1 Sensor 1

No this code should not be the cause for the no start, You would have to look else where for the no start condition

Mechanical condition such as this jump timing belt from a vw is one of a no start situation, or no fuel pressure to even to ignition spark.

I forgot to mention Before making a complete stop which is when the car went off and right after exiting the expressway the car started making a noise like a roulette going. I shut off the heater thinking that was it. No engine light came on. And the car was running perfectly. I checked the oil and could smell gas.

That could be it, hopefully if fuel related, its very rare that the fuel line can disconnect, There is so many factors that would cause the engine to shut down, the CKP or RPM sensor without this signal the engine would stall, When ever it comes to a VW and there is a no start situation, I would listen to the cranking and hear if it is rhythmic, These timing belt tensioner are so heavy tensioned on the timing belt it wear it out sooner that the manufactuer recommended schedule. VW is good engine you can easily remove the top timing cover just to take a peek and to make sure its not out of its timing, do that first. and use a socket or wrench and turn the engine by hand.

It sucks for me since i had work done to it almost 2 years ago.Timing chain and tensioner were replaced according to the mechanic.
One more thing I'm trying to understand is after 3 times of trying to start the engine, after the 3rd time the starter would just make a "click" and I could see the motor shake a little along with the "click" .  So that starter seems to be stocked.

That could be the problem, it not to uncommon to see a starter gear jam into its flywheel if you can remove the starter that would be a start, and turn the engine by hand, using a 17 mm socket with extension and ratchet,  and being a VW just remove the negative terminal
