I have a 2004 mazda rx8 with 2.6 petrol rotary engine, there is very low power when pulling off; 1st and 2nd. excelleration is slow unless i rev it fast and high as if I'm about to do a wheel spin,

P0037 Rear H02S heater control circuit low

In a way yes it can, if this was set due to a partial catalytic convertor restriction. When this code occurs the ECM has determined that its voltage exceeds battery voltage, The rotary engine is  easily rob of power when there is carbon build up. Clear the code and try to set the monitor to the ready, if the catalyst fails suspect the catalytic convertor.

​ On the Rotary engine , clear the code and set the monitors if the catalytic monitors pass use a fuel injector cleaner , carbon build up on these engine  robs it  of its power
