Can you test oxygen sensors with a multi-meter measuring resistance?

I heard you can measure oxygen sensors with a meter to see if component is open and also using heating source on element while measuring DC voltage across component.

Yes you can test  it with a voltmeter, in some case if  you set a P0133 which is 02 sensor slow response, you would do this with key on engine not running and measure the signal circuit which you should have 5.0 volts, if good you measure the signal return which you should 2.5 volts,
