DTC P1684: Throttle Valve Return Spring Performance Problem

With this code, take the duct work off the throttle body and watch the plate inside while someone turns the key on and steps on the gas. You should see the throttle open, then have them release the pedal. If the plate doesn't return, replace the throttle body.
