P2098 Dodge - So in this case what part needs to be replaced

The car runs file it's just that it will not pass inspection due it gives a code reading of p2098. What does this mean and what part should be replaced?

The downstream is the 02 sensor after the catalytic or the catalytic monitor sensor, What set this code are mostly exhaust leak prior to the catalytic convertor

 A exhaust leak such as this on a Dodge right before the catalytic set a P2098, the fix was replace the flex pipe do to the exhaust leak
