2005 Subaru Impreza 2.5L with code P0638

Question

replaced accelerator pedal and switch purchased from suby dealer replaced throttle body assembly with used junk yard part. idles and runs for 5 min then stalls and codes all come back with cruse flashing . same problem as when i started trying to fix .. is new pedal defective?

P0638 Throttle actuator control range /  performance

P2109 Throttle /pedal position sensor  A  minimum stop performance

If you set a P2109 by it self the this would be a throttle position sensor or a P2138 or component with the throttle this would be the component, but you set a P0638 this is straight forward as the ECM being at fault.
