P0132 Pontiac - what would cause vehicle to idle (p132 error) and have excessive exhaust?

Car started with a p0136 p0137 error, replaced downstream o2 sensor, same symptoms, but new code p0132? What is wrong?

P0136  02 sensor circuit malfunction Bank 1 Sensor 2

P0137 02 sensor circuit low voltage Bank 1 Sensor 2

P0132 02 sensor circuit high voltage Bank 1 Sensor 1

What causes the idle to be excessive would be a vacuum leak or a iAC (idle air control) neither of the 02 sensor would cause a excesive idle. as for P0132 being a circuit high look for a open connection or the 02 sensor.
