P0420 Toyota - I have A sienna 2004 and the coeds p0420 and p0430 pop up

they told me the light might come off with the change of the front flex pipe but afterwards ended up telling me i have to replace the catalitic converters the light has not appeared on the dashboard yet could i be able to pass the emmision test?

P0420 Catalytic below threshold Bank 1

P0430 Catalytic below threshold Bank 2

Even though the light is not on, the monitor has to be completed, if any monitor is incomplete or not ready the emission test will be a fail.
