P2096 KIA - solution?

Question

Replaced both oxygen sensors and just replaced converter but still have same error code.

Any troubleshooting ideas or suggestions?

Kia Rio 2007 base model 1.6 engine I believe over 200000 miles does back fire gas milage has lesson ed but not by much.  

One weird thing is that when filling up car has trouble starting but if I pump the gas pedal it starts

I would start by looking for any vacuum leaks, also check the fuel pressure, if it's low it can cause this code. Here is a list of other possible causes and solutions.
