I know it has something to do with the Intake Manifold Runner control. Here's what has been done so far. I've checked the actuators both work with vacuum applied. The nylon bushings are in good shape. Pulled the plenum off and cleaned off the butterfly valves EGR ports are clear. Reinstalled the plenum with new gaskets. I still get a CEL which means it won't pas smog. One actuator on bank 1 was replaced 2 years ago. When a code of P1513 occurred. Found out the part was an OEM with only a 1 year warranty. Could the actuator have failed and not registering open or closed correctly?

Vehicle: 1996 Ford Windstar 3.8 engine

P1516 Intake manifold runner control input error Bank 1

This is for the IMRC for Bank 1 which is the one near cylinder 1 location, just rev the engine and you would be able to see both IMRC open, , if does not open check the vacuum supply for this.
