2002 Nissan Maxima, what is code P1146, and which 02 sensor would cause this?

This code is caused by the rear O2 sensor on bank #1 not switching like it should.

The code is for se3nsor #2 bank #1. Bank 1 is the bank closest to the firewall. The sensor is right after the converter on this bank.
