P0134 would grounding the sensor to the chassis trigger this on my 1997 Cadillac Eldorado?

Yes, you may have short out the circuit. Check for any blown fuse. If all the fuses are OK, you may have to have your local mechanic check the O2 sensor circuit from the O2 sensor to the Engine Control Module (ECM). Also, if possible, try checking with a known good O2 sensor.
