P1131 FORD - fauld code

P1131 FORD - I have replaced sensor no.1 three times, and this fault code come back again, also I have replaced sensor no. 2, I found there is water leak in the hose of radiator, I also replaced it, but the problem is same, the weather here is freeze and it is about -30-15, pls help me no one know where is the problem.

This code is a lack of O2 sensor switching indicates a lean condition. If the sensor is good, then you have to check for possible vacuum leaks causing a lean condition. A bad maf sensor could do this as well.
