Replace the  OCV (oil control valve) regardless if this code is caused by the ECM being faulty. What happen is the OCV solenoid begins to freeze from wear and can no longer fucntion as intended, and if  not repaired it tends to harm the driver circuit in the ECM for the VVT solenoid.

 As you try to replace the OCV it tends to break leaving the valve inside the engine, this is evidence of noraml wear of the OCV, you need to remove its inside and use a wood screw threaded into the valve and with a suitable plier extract out.
