first I had a check engine light ... P0141 , I still need to fix.
I recently had both the driver and passenger airbags replaced on my 2003 Honda accord due to the recalls ( they send out shrapnel out and kill people). Now I have electrical issues with my car. 61-1 battery voltage failure ... My car would not start all the time. We replaced the battery and checked the alternator and it was fine but still it would not always start ( jumping it and charging it was working )but now it just sounds like the battery is dying when I try to start it but the battery is at 12.6 and brand new ??? ... Now I have a code reader but I can not get my car to start to test it when running... Any idea if there will be more codes when I get it running or on how to get it to started, or what is wrong with it??

Vehicle: 2003 honda accord ex 4 cldr 2.4 L

P0141 Secondary H02S (sensor 2) heater circuit malfunction

61 Low +B   -FSR voltage

61 this is for the ABS contrl unit, and P0141 this is for the 02 sensor , which is for sensor 2 which is the downstream 02 sensor, neither of these code are going to cause the hard to start situation. If you have to jump start the engine to get the vehicle to start, there the proof you have a faulty battery terminal. or even a faulty starter. When it comes to Hondas a faulty starter will crank the vehicle slowly and yes make it sound like the engine is dying. Start by checking the battery terminal, it should not be loose and properly clean no hidden corrosion. and the starter if it slowly cranks  you would need a starter. and 12.6 volts  for a Honda 4 cylinder that a good battery.
