P0751 Toyota - Fault code S1 solenoid

Question

2009 Toyota Corolla 130,000 miles won't shift into 4th gear. Fault code PO751 recorded. Took valve body out and S1 solenoid out. Test show solenoid opens and closes and is free of debris and clean. Re assembled unit but no change. Tested speed sensor its OK. Help
