Question

Would a 1298 code (possible malfunction manifold tuning solenoid) cause problems with no start or slow start? Getting plenty of power at starter - fuel pump can be heard - just no turn over (fire) when starting -

P1289 Manifold tuning valve control circuit

Yes t can depending on how the manifold tuning valve coding up. On a circuit diagram there a positive connection of the tunng valve that comes from the ASD, then travels to the fuel injector 2 ,4 and 6 which then goes to the fuel injectors 2,4 and 6. before it reaches the manifold tuning valve.
