2004 Chevrolet Malibu 2.2L with engine code P0496. How can I find the high purge flow myself without an automotive mechanic?

P0496 Vacuum detected when a purge is not commanded

This code condition is for the purge valve, where vacuum is  detected when the purge valve is commanded close. it possible that a slightly open purge can cause this condition.

 Here is a purge valve sample alot of purge valve have been replaced, when the problem was not with the purge valve at all, What happend was the FTP (fuel tank pressure ) reported incorrrect fuel tank pressure.
