What would my 2001 Toyota 4Runner V6 be doing if I had a code P1135? It is very sluggish to go

This code is actually for the bank 1 O2 sensor heater circuit. This might affect take off, but not after the heater is no longer needed and the engine is up to operating temp. With a pickup issue, I would look for a problem with low fuel pressure or a faulty mass air flow sensor.
