P0017 Saturn - how do I get it to smog

My 2007 saturn aura will not smog... check engine light is on, the code that was pulled was P0017. my mechanic told me it was a O2 sensor... how do I get it to pass smog??

To get the vehicle to pass smog the CK ENG LT can not be on, and the monitor has to be set.  The actuator solenoid for Bank 1 is for the intake side.
