P2111 KIA -(2112) Engine light, hard start, no throttle response. Actuator or TPS ?

Question

Check engine light is on, hard starting, no throttle response, revs to 6000 rpm when starts. Throttle control sensor previously replaced. Shows code for #2 cylinder misfire according to tech, along with p2112 for throttle actuator. Tech wants tear engine down to see if he can find a problem. Wants $1200 + parts to go fishing. Seems like throttle may be the problem, but he insists I'm not "qualified" to make that call. H E L P !!!!!

P2111 Throttle actuator control module performance / Throttle actuator control system stuck open

P2112 Throttle actuator control module performance / Throttle actuator control system system stuck closed

Throttle actuator being change can only cause P2112 , you need to initialize the ETS. that or there is a poor connection to the ETS. To initalize the ETS , Erase the trouble code, turn the ignition key on less than 1 seconds and turn it off (do not start the engine) , turn the ignition key off,and keep this condition until the main relay is turned off. (it takes 10 seconds) . Turn the key on for more than 1 seconds.
