The shop says I need dealer cat,can't use after mrkt, and want to chg $1325 to fix. NO $$$-HELP

This is true, the catalytic convertor is state property, you own every part of your vehicle, from tire to the bumper, how you use the catalytic convertor is dicated by your  state law. in some states the required catalytic has to be approved by showing a EA. number.
