Should the o2sensor b1s1 oscillate voltage, mine is stuck at high voltage

YEs the 02 sensor should cycle it would go rich to lean.If the 02 is staying on the high side it is rich . 11.8 on the LFT its adding fuel check for any vacuum leaks
