Where is this part 2nd shift solenoid valve performance located and will I have to go inside the transmission ?

It is inside the valve body which is inside the transmission.

There is a service bulletin that  says it will have to be replaced. the issue may be caused by not replacing the transmission fluid and filter(if it has one, most models do) every 30k miles.

the part maybe as much as $500 and 2hours or less or labor plus fluid and filter (if it has one, most models do)
