P0456 Jeep - Code Keeps Reappearing

Question

My 2001 Jeep GC (4.0 cyl.) keeps throwing a PO456 code. I started almost 3 months ago chasing codes, all have gone but this one. I've done two gas caps, last one is factory, leak detection pump, replaced fuel filler neck, evap purge solenoid, sensors, many hoses and more. Its been smoked numerous times.
The code will not stay away long enough for me to keep the CEL off and retake my emissions test. Can it be something other than an evap leak tripping this code?
