P2096 Dodge -

Question

This code comes on and seems to be closely timed to a tank fill up or near empty condition (about half the time). Another symptom is that when the check engine light is on, the ECO function is not working, or at least the ECO light doesn't come on when off the throttle. 64K miles.

it could be an exhaust leak, fuel related or oxygen sensor.

check for exhaust leaks if none are found, you will need to use an OBD-II reader that will tell you oxygen sensor voltage all sensors should have 2.5- 3.4 volts 

if that does not help you may need to do a fuel flow test
