How do I get started troubleshooting the P1698 Chrysler/Doge van to determine what is the cause of my problems?

When this happens, I do not have dash gages that lite up, all dash equipment reads as if the car is off, overhead info sensor for distance to the empty, direction, and whatever else it proves does not work. This problem has been intermittent for over a year now. I have been using my GPS to help determine what speed I am traveling.

It is worst at night when it is working and able to read the gages, but unable to read anything off the dash gages while it is dark while driving the van.

Also, I must admit that the front rubber boot for the car cover and bumper area has been off while I have been repairing the bottom half of the middle bumper area.

Vehicle: 1999 Dodge Caravan 3.3L
