my 97 chevy suburban was runing died now wont start thowing code p1351 what do ineed to change first icm ??????

P1351 IC circuit high voltage

This can be a electrical problem more than the ICM , such as the ground not having proper  contact, check the ground of the ICM this can cause P1351, where the ICM ground connection is less than specified.
