C1939 - Brake Pressure Switch Circuit Error Message

Question

2002 Ranger, 2.3l, 5 spd., Cruise Control, 4WABS. ABS light flashed on and off and service light came on. Checked code and came up with C1939 (Brake Pressure Circuit Malfunction). Checked fuses and found #9 (7.5a Brake Pedal Position Switch) blown. Brakes and brake lights work fine. ABS seems to be ok (no pulsing in pedal). Replaced fuse and it blew immediately. Tried again, and blew again. I'm lost now. Anyone have any thoughts? Any help will be appreciated. Thanks, Jim.
