P0430 Chevrolet -

I have two Vehicles giving the same code of P0430. Both have complete new exhaust from manifolds to tailpipe. New sensors (even replaced them encase one was bad). Changed fueling locations. One of the vehicles straightened up. I have one that is still doing the same code over and over. Everything that can be wrong has been changed if you follow what the computers read. O2 Sensors. Cat, Exhaust, checked for leaks, plugs , Injectors. Any ideas?

Vehicle: 1999 Chevy Suburban, 5.7 V-8
