What causes catalytic to be below efficiency are enigne misfires, weak or poor spark, lean fuel mixture,rich fuel mixture, and  inoperative 02 sensor..In order for a catalytic convertor to work properly the 02 sensor has to go from rich to lean and the engine management system which are the sparkplugs .and mechanical conditions.must be well maintatin to allow the 02 event to occur. Check for any other code that is present.
