P0650 Pontiac - when i turn on ignition dashboard icons donot cum on at all.

P0650 Pontiac - when i turn car ignition, (but not to turn on engine) dashboard lights donot cum on at all. did emission failed. code P0650 and P0128 show. Mechanic doesnt seem to noe whats wrong or anybody, and cant fix the dashboard lights. replaced dashboard still not working. when i refer to dashboard lights i mean engine light, seat belt light n etc (icons on the dash)do not illuminate when ignition turned. Lights to illuminate dash work, kilometers are showing. Someone help! what is the problem? Is dashboard lights even necessary to pass an emission, im so confused.
