What do you need to do for a PO411 code that list two different problems areas?

This is the only code stored. Car seems to run fine. Can you tell me what to look for, what is needed to repair the code if repair is needed? One listing points to air pump system but a TSB from VW list a problem with interior lighting causing the code when the code number is crossed.

P0411 Secondary air injection incorrect flow detected

There is a TSB for this but it deal with vacuum hose for the Secondary air system . TSB # 02-04, what the TSB wants you to do is to inspect and replace broken or cracked vacuum hose in association with P0410 , P0411, P1200 P1423The secondary air system is used only at cold start up to warm up the catalytic convertor The secondary air pump runs for such a short time,(less then a minute at times) and produces no drivabilty problem at all. It take a ECM just to inform you that there is a problem with the secondary air system.
