With this code condition the IAC is fully seated by being fully seated there is a vacuum leak , air is allowed to get through the IAC to control idle, but in this code condition a unmeter vacuum is setting the idle, look for ruptrure vacuum hose especially at the PCV and brake booster, you should be able to hear this vacuum leak
