po32 Whats the voltage at pin c6 & c17 Key on I get 2.557v

Question

2004 subaru impreza 2.5 non turbo. I have a PO32 and did diagnostics as per alldata. I have 2.557 v at pin c6 and c17 , brown w/ black stripe wire and 2.557 v at same wire at 02 connector. alldata says to wiggle test to see if it changes it doesnt and it doesnt say what to do. does it need an 02 or is that voltage too low and need an ecm. Thanks
