P2138 ECM detects that APP 1 (accelerator pedal position)  and APP 2 sensor greater than 10 % for less than 1 second.

20. 4 and 10.2 . this is greater than 10%. this does not represent a voltage measurement. When you recieve this code the enginemanagement goes into reduce power mode.Clear the code this can be caused by high resitance on the acclerator pedal. (Not the TPS).Usually this works disconnect the connection to the APP sensor. make sure it has a proper connection and reinstall. Many time a bad connection is made correct by disconnecting and reconnecting.
