P0141 Dodge Ram 1500 5.2L

Question

could a oxygen sensor go bad in a year. changed downstream oxygen sensor last year before inspection. Now its time for inspection again and engine light comes on PO141...Could the coolant temperature sensor cause this code and can obd II tell weather coolant temp. sensor is bad.

P0141 Bank 1 sensor 2  02 sensor heater failure

This is a PCM problem there is a TSB bulletin for this situation  # TSB  18-11-01, what this is about is to reprogram the PCM ,for this code the title is PCM -Mil on DTC's for P0071or P0135 or P0141. Vehicle performance.
