P0135 Chevrolet -

2004 Trailblazer code P0135. Bank 1 02 sensor tests good. I have 12v power to D. I tested E for ground with key in on position no good with test light. If I test with multimeter I get 6v of ground. I've since replaced the PCM only to have the same problem. I was to believe the PCM is where the 12v ground comes from. Any ideas?

Vehicle: 04 Chevy Trailblazer 4.2l
