What the ECM also does is look for open circuit, short circuit, and grounds, what needs to be check beside the fuel cap is the fuse for the eveap vent solenoid, in the engine fuse box it is listed as 4WS which is a 15 amp fuse. Power to this fuse should also be measure which should be (B+) battery voltage,
